# C-paper-2: matched packet manifest and completed document check

18 October 2026 · Local text-comparison document QA only

## Result

All six assertion bodies match after explicit presentation-only normalization. Both packets retain the same three families: SDK-FAMILY-01 (C-01–C-04), MS-GUIDANCE-FAMILY-01 (C-05), and INCIDENT-FAMILY-01 (C-06). This is a preparer-performed document check, not blinded independent review, a solver trial, runtime verification or a performance result. Zero empirical runs were performed.

## Versioned artifacts

- D+: `mekreflect-group-c-d-plus-packet-v2.md`, SHA-256 `5628a32e70cc5da8d38f20207cf20f3ef2b5ecfc2e0bb520e98c4554573d0a7b`.
- S+: `mekreflect-group-c-s-plus-packet-v2.md`, SHA-256 `75f9d7b37c3cc0d67430cb1a3cda5b73ce850f956057503479ffb8c0d07d65f5`.
- Machine-readable check: `mekreflect-group-c-parity-check-v2.json`.
- Public-safe amendment: `mekreflect-group-c-amendment-v2.md`.

Stable assertion IDs and headings provide exact section locators in both files. C-paper-1 D+, S+ and its manifest remain unchanged; their before/after SHA-256 identities are recorded in the check artifact. C-paper-2 supersedes C-paper-1 for current release-provenance reading without erasing that historical state. The prior release unknown was refined by later evidence, not falsified merely because it was previously unknown.

## Scope of change and source fidelity

C-04 now incorporates the supplied 18 October SDK admission-prerequisite review and the G-2 conceptual graph refinement. The identical five factual fields in both packets retain the development-source 0.22.0 ambiguity, map stable v0.22.1 to the release commit containing the repair, preserve the previous stable tag's absence of the repair, distinguish publication from upload and review dates, and report both artifact identities and displayed publishing provenance with verification limits. The latest-100-release/tag-list scope is explicit; deleted tags and development distributions are not exhaustively covered. Neither packet contains exclusive curator information.

The common preamble is updated identically. C-01, C-02, C-03, C-05 and C-06 retain their exact normalized C-paper-1 text. In particular, C-05 preserves the rendered/source-frontmatter date discrepancy and blob-versus-commit distinction; C-06 preserves dependent commentary, uncertain attribution, unestablished reuse rights and absence of a safe repair.

C-01 and C-02 retain conservative pre-packaging rights gates. The new C-04 use field acknowledges the admission review's bounded synthetic-fixture evidence without claiming complete dependency or imported-fixture clearance. No fixtures, issue prose or incident artifacts were copied. These packets are summaries and references; rights evidence does not authorize execution.

The packet preparer read the supplied review and graph, but did not repeat external source verification. Dependency-lock and fixture inventories in the admission brief are not silently imported as additional packet assertions. They remain background for a separate admission decision. No graph treatment, retrieval interface or executable harness is created by these files.

## Check method and findings

A local Python standard-library text comparison read the newly written packet files from disk. For every assertion it removes only the S+ initial `- Claim: ` marker and list prefixes before the four retained field labels, then collapses whitespace. It retains exact wording, punctuation, labels, identifiers and Markdown source URLs. Section headings and sequence must agree. The entire preamble after the deliberately different title must also agree.

- Normalized bodies: equal, 6/6.
- Common preamble, date/version, section headings and sequence: equal.
- Family count: 3; assertion count: 6, not 12.
- Non-C-04 assertion bodies unchanged from C-paper-1: 5/5.
- C-paper-1 originals unchanged by before/after hash comparison: 3/3.
- Mismatches: none.
- SHA-256 of joined normalized headings/bodies: `0ae49488eabe5a719982f2acbfeb6e2292f18b8495f38725e508262daecfb713`.

This checker reads documents, not SDK code. It is document QA only and contributes no solver or runtime outcome. Equal text does not imply equal retrieval behavior, usability or effectiveness.

## Remaining gates

Release provenance is resolved at the reviewed source/distribution level. Artifact contents and Sigstore signatures were not independently verified. The SDK comparison still lacks observed intended baseline failure, repaired pass, exercised checker controls, a protected authored/hashed harness, full imported-fixture review, selected dependency closure/licenses, exact interpreter/build artifacts and approved isolated runtime resources. Individual upstream CI logs remain uninspected in the supplied Group B audit.

Microsoft has no observed customer before/after result; source commit and reuse exclusions remain unresolved. Incident/video rights and safe remediation remain unestablished. All six assertions remain exposed development material. No rates, scores, effect sizes or independent runtime successes follow.

The narrow content-parity document gate passes. Independent source-fidelity review and any separately authorized execution gates remain open. Equal source URLs do not freeze moving content; a future study must provide a common rights-permitted snapshot or explicitly log equal live access. Publication is outside this milestone.
